Preservation Commission gives its OK for owner to place a metal roof on Nellie’s

NATCHEZ — In the end, the city’s Preservation Commission, granted its approval to J.T. Robinson to replace the roof at 416 N. Rankin St., commonly known as Nellie’s, from its current asphalt roof to one made of metal, as long as it’s one of the two types of metal roofs allowed in the city’s Historic District.

In the Historic District, city ordinances allow for a standing seam or a 5V crimp metal roof.

Robinson complained at length about the roofs of homes located near his property in the Historic District that have not come before the Preservation Commission for permission before making repairs or replacing them with metal roofs, which is required by the city.

Andy Sartin, chair of the commission, said the commission, which is made up of volunteers, lacks the ability to enforce the city’s requirements.

“We can only address the applications that come to this commission,” Sartin said. “Enforcement is the job of the Board of Aldermen. That’s something that frustrates us, too, when people like you come here doing the right thing, and other people don’t.”

Aldermen Billie Joe Frazier of the city’s second ward and Alderwoman Felicia Bridgewater-Irving of the city’s fourth ward attended the meeting in support of Robinson.

Frankie Legaux, city planner, recommended that Robinson not be allowed to replace the roof with a metal one, suggesting instead an architectural shingle roof.

However, Bill Hazlip, made a motion, which was seconded by Frances Morris, to allow Robinson to use either architectural shingles, or either of the two allowable metal roof options. The motion was approved unanimously.

Frazier spoke to the commission before the vote, urging them to “do the right thing” and approve the metal roof.

In other action Wednesday night, the commission:

  • approved that request of Jamill D. Warfield, representing his daughter, Amanda McGriggs, who owns the property at 634 Maple St., to replace the siding and shingle roof of the home, as long as the metal roof is a standing seam or 5V crimp roof. Ordinances also call for wood siding to be used on the front of the property, the commission said.
  • approved a request by Angel Reyes, representing Lindsey Callon, to install a TPO membrane on the flat roof at 300 Franklin St. Reyes said because of the angle of the roof, it would not be visible.
  • approved a request by Doug V. Williams to demolish the structure at 14 Cemetery Road. The commission granted that permission, as long as all heirs to the property sign a notarized document giving permission for the demolition.
