Harold Givens of West Construction welds two beams together at the Adams County juvenile justice center construction site on the corner of State and Pearl streets. Work on construction of the $2.7 million center, which will house up to 20 juvenile inmates as well as youth court and other juvenile programs, has faced delays because of weather and site problems.
