Five-year-old Jesse White pulls over another speeding neighbor, Steven Welch, recently during a routine &uot;traffic stop&uot; on Miranda Drive in Vidalia. White starts kindergarten at Vidalia Lower Elementary on Monday, so he will soon be able to write a ticket instead of the usual scribbling.
