Natchez mayor, attorney in talks for Miracle casino

NATCHEZ &8212; Expect a Miracle Inc. is proposing a $7 million casino for the Roth Hill riverfront site &8212; not counting millions more in land-based development.
That&8217;s according to a copy of the company&8217;s
proposal, which was presented to city officials last week and released by the city Tuesday.
Aldermen voted Tuesday to allow Mayor Phillip West and City Attorney Walter Brown to negotiate further with the New York-based company.
Brown said no timeline for finalizing the agreement had been set.
&8220;But I think the city would rather get a hotel on the ground first before starting on another project,&8221; he said. &8220;But in 30 to 60 days, you&8217;ll probably see some meaningful movement&8221; toward such an agreement.
Anthony Lucente, spokesman for Expect a Miracle Inc., said Tuesday he wanted to talk with consultants Artie Armstrong and David Kennedy to get specifics of what took place in Tuesday&8217;s aldermen before commenting on the company&8217;s proposal.
But according to the written proposal Kennedy and Armstrong submitted last month, the plans include a parking garage, tennis courts, a children&8217;s amusement park with mini-golf and a riverfront restaurant with a gift shop, among other amenities.
The total cost of the development would be an estimated $15 million, according to the proposal.
According to the New York Division of Corporations, the company was founded in 1998 and has a Queens address.
Lucente said the company also has other ventures in states including New York, Florida and Georgia, although he didn&8217;t specify whether those were casino developments.
Mississippi Gaming Commission officials said Tuesday they have no information on the company, which would have to apply with MGC for license and site approval before building a casino in the state.
That&8217;s not the only casino planned for the Natchez area, however.
Florida-based developer Charles Cato has gotten site and license approval for a casino just south of the Mississippi River bridge.
He has said construction of that casino could begin by Feb. 1 and be finished this summer.
Natchez already has an existing casino, the Isle of Capri, at Natchez Under-the-Hill.
