NATCHEZ — The Natchez Planning Commission recently voted to allow a mobile home within city limits despite city codes forbidding it.

Joseph Reynolds requested a special variance to place a mobile home at 423 W. Stiers Lane. Natchez Building Inspector and interim Natchez City Planner Paul Dawes recommended the commission deny Reynolds’ application, citing there were no other mobile homes in the area.

The area is classified as an R-1 single-family residential zoning district.

Commission Vice Chairman Ed Godfrey said neighbors did not object to the mobile home since most are related to Reynolds. Reynolds agreed to follow zoning requirements and obtain city inspections for plumbing, sewage and electric installation.

Commission Chair Deborah Martin said the mobile home must meet city codes, including skirting and foundation requirements. Martin also said the mobile home will have to be moved to meet setback requirements in the R-1 zoning district.

Commissioner Karen Stubbs made the motion to approve Reynolds’ request, and Commissioner Key Smith seconded the motion. The vote was unanimous.

Godfrey said mobile homes are allowed in certain areas of the city according to a new development code.

In July, the commission allowed Citizens Choice Federal Credit Union to set a trailer on St. Catherine Street for a new branch.

The City of Natchez strictly prohibits residential trailers, but special exceptions are allowed for mobile-manufactured offices and commercial units, Dawes said. However, special variances can be granted.

“Special variances are granted to relieve people who have no other means,” Dawes said. “I’m sure (the commission) took into consideration all the different aspects of the application.

“This is something that is not done willy-nilly, and I do not think this will be done on a routine basis.”
