Interstate kidnapping charge filed after woman reportedly takes child out of state

NATCHEZ — A Minnesota woman who apparently once lived in Natchez faces a kidnapping charge after police said she took her 8-year-old daughter who lived in Natchez across state lines earlier this month without consent.
Capt. Scott Frye said Iesha Conner, 26, took the child, who was in custody of the state. Frye said Conner was arrested in Cedar Rapids, Iowa, on Nov. 14 and charged with interstate removal of a child under age 14 by a non-custodial parent or relative.
Frye said the mother might not have been aware of the offense and that the case is still under investigation.
“She was going back to Minnesota and taking her daughter back there,” Frye said. “There was a youth court order that the child was in state custody, and I don’t know if she was aware the child was in state custody.”
Frye said Conner has a local address of 104 Ford St., Natchez, but lives in Minnesota.
Frye said Conner waived her extradition and arraignments and was transported back to Natchez on Saturday and was charged.
Frye said police have identified family members who were with Conner on the trip to Minnesota.
“They may be facing additional charges of accessory after the fact because they assisted in it and didn’t report it,” Frye said.
Frye said the child initially was reported missing by her custodial parent and reports showed that Conner was seen with the girl early in the day Nov. 13 at a local restaurant and then seen leaving with the girl. Conner also was reported to have visited her daughter at a local elementary school.
Frye said the child was returned to Natchez and is doing well. Frye said the case is still active and additional arrests are possible.
