Monterey homicide investigation ongoing

MONTEREY — Concordia Parish Sheriff’s Office investigators plan to conduct polygraph tests on several persons this week in the disappearance and suspected homicide case of a Monterey man.Chief Deputy David Hedrick said he would not release how many persons of interest are being investigated.

On Wednesday, Hedrick named Hartwell L. Tiffee, 34, 679 Louisiana 906 as a person of interest. Tiffee, a cousin of the victim, Duell Moreland, is currently in the parish jail system on another charge.

Though he would not go into specifics, Hedrick said it was fortunate physical evidence was recovered with the body, which is still being analyzed by the FACES Lab in Baton Rouge.

“It can take up to six weeks,” he said. “I know that sounds unfair to the family. I know the loved ones want to have a funeral ceremony so they can pay their respects, but the evidence that can be gained will be invaluably helpful in bringing the family justice.”

Hedrick said waiting for results and for his investigators to interview, re-interview and gather evidence to build a case is a necessary, but a difficult delay.

“I worked as a detective for 11 years, I’ve worked with FBI agents and state police detectives, but I will tell you the detectives we have here are some of the finest in the world,” he said. “This process is not fast. But I have every confidence in the world that at the end of the day, justice will be brought for the family.”

The sheriff’s office has unofficially ruled the Moreland missing case a homicide pending positive forensic identification from the remains found in the bayou off Peale Cross Road in Monterey.

A body, which family members believe to be Moreland’s because of a visible wound he suffered as a teenager and the boots he was wearing, was found by his grandfather Rufus “Buddy” Tiffee Friday.

Hart Tiffee was arrested on a charge of having an illegal firearm Saturday evening following a search of his residence when investigators turned up a sawed-off shotgun.

Moreland, 26, who lived with his grandparents in Monterey, had been missing since March 29.

Hedrick said Monday four additional search warrants for property searches have been obtained in connection to the homicide.
