NASD votes yes for substitute teacher program

NATCHEZ — The Natchez-Adams School Board voted Thursday to contract with SubTeach USA for substitute teaching services.
SubTeach USA — a program that provides trained, quality substitute teachers to classrooms — will provide all recruiting, training, scheduling and payroll services for the Natchez-Adams School District beginning in the 2015-16 school year.
“They would have access to more individuals that would be able to come in and sub,” said NASD Superintendent Frederick Hill. “It relieves certain staff members within our schools.”
Hill said contracting with SubTeach USA is a cost saving opportunity for the district.
“There are a lot of other administrative costs involved with employing subs with the training and professional development,” Hill said.
During fiscal years 2013, 2014 and 2015, the district paid $305,193, $333,127 and $304,776.97 respectively for substitute employees.
Administrative overhead costs for the district include recruiting, training, scheduling and paying substitutes.
Included in those costs are 7.65 percent for Social Security and Medicare, .4 percent to .6 percent for Workers’ Compensation insurance and 15.75 percent for substitutes receiving state retirement.
Under the Affordable Care Act, substitutes who average 30 hours per week during a fiscal year must be offered health insurance.
SubTeach USA will mirror the pay scale defined by the district, while the district will be invoiced by SubTeach USA based on that scale plus 35 percent for every substitute teacher that is utilized.
Substitutes will be paid by SubTeach USA on a weekly basis as opposed to the district’s monthly schedule for substitute pay.
