Every plan needs some planning

It’s refreshing to hear the Adams County Board of Supervisors planning to plan the county’s budget.

It may sound like a lot of planning, but there’s no such thing when it comes to taxpayer dollars.

The board met Monday for what the county administrator called a pre-budget assessment.

At that meeting, they board opted to freeze any non-necessary county spending starting July 1. The move wasn’t because the county is out of money, but was simply part of the plan.

With an organization as large as the county, you can’t adequately assess the budget if unplanned purchases are being made every day.

The move also discourages sometimes-selfish department heads from emptying their budget at the end of the fiscal year to give the impression that they ran out of money and need more in the next budget.

It’s promising that county leaders — led by an obviously detail-oriented administrator — are preparing to carefully tackle the budgeting process.

Close management of the county budget can not only save taxpayers’ money, but it can provide the funds necessary for projects such as a recreation complex and much-needed roadwork.

We hope all local governments will practice such diligence with public money.
