Veterans to lead as officers

NATCHEZ — After welcoming its freshest three board members to the table Tuesday, the Adams County Board of Supervisors will have some serious — but standard — business on the menu at its first meeting of the new term.
The board will vote to hire a board attorney and a county administrator, both which are positions that earn a seat at the boardroom table.
The board will also vote on a board president and vice president, positions that are sometimes informally predetermined, current board President Darryl Grennell said.
Grennell said the new board decided at its retreat in November that he will remain president and District 1 Supervisor Mike Lazarus — the only other incumbent who was re-elected — would be the vice president.
Grennell said the president’s duties include leading meetings, executing contracts and acting as a liaison for the board, if necessary.
Grennell said as president he also oversees daily operations of the county by touching base each day at the supervisors building with the county administrator and other employees and by checking the mail.
The duties of the vice president are to fulfill the president’s role during his or her absence, Grennell said.
Because Tuesday’s meeting will be the first of the new term, the board must also approve the existing financial bonds of all elected officials (other than the supervisors), appointed boards and department heads.
Grennell said those bonds will include loans taken out by the Natchez Regional Medical Center board, the Natchez-Adams School Board, the Adams County Sheriff’s Office and possibly the Adams County Port Commission and Adams County Airport Commission.
The chancery clerk, Tommy O’Beirne, has legal authority to approve bonds taken out by the supervisors.
The board must also appoint a road manager Tuesday.
“In this case we will more than likely appoint Sammy Lee (Gaines) as the interim (road manager), because we’re going through the hiring process right now,” Grennell said.
Gaines has been serving in the interim capacity as road manager since the retirement in October of longtime road manager Curley Jones.
The board must also reappoint a justice court clerk and accounting director, which are positions currently filled by Audrey Bailey and Patsy Bryant, respectively.
County Administrator Joe Murray will appoint, on Tuesday, the purchasing clerk, receiving clerk and inventory clerk before the board ratifies the decisions, Grennell said.
Grennell said the inventory clerk, a position previously filled for more than 20 years by newly sworn in District 3 Supervisor Angela Hutchins, will likely be temporarily filled by Shemeka Ware until a new clerk is hired.
Other than the laundry list of motions the board must make at their first board meeting, Grennell said he does not expect any other surprises Tuesday.
“Believe it or not, we didn’t have anybody request to be on the agenda,” Grennell said.
