DHS aims to help along child support process

NATCHEZ — On Monday, the Mississippi Department of Human Services’ Child Support Enforcement division started a statewide program aimed at more effectively collecting child support.

The crux of the program centered around free DNA testing for children in order to establish paternity for a means of collecting child support. Human Services’ public information officer Julia Bryan said the test, normally given at a cost of $145, was offered for free in hopes of drawing more parents to be tested. The tests were given under the contingent that if paternity were established the parent would pay child support.

“All children deserve the love and support of both parents,” Bryan said.

Conversely Bryan said the test could be used to disprove paternity and be used as evidence in a child support hearing.

I agree that a child deserves the love and support of both parents, but unfortunately the parents don't. Sounds more like a Jerry Springer show titled.... "Who my baby daddy?"

Is DHS going to ensure the absent parent pays this child support? If you go thru DHS to get your child support it takes forever for them to get the ball rolling, and sometimes there is really a lack of communication between the parent trying to get the other parent to pay child support and DHS. And I wish someone would answer this question for me, why is the amount of child support so low in the state of Mississippi that DHS will settle for? It is really unbelievable.....

I don't see how putting a child into a dna database is going to make the daddy love or support the child more.

I would not do this because if you have your child tested your child's dna is very likely to end up the property of someone else. The goal of this is not to increase child support payments but to get the dna.

Anybody who has to pay it knows that child support is set by law at a percentage of the non-custodial parent's pay. If support is too low it is because of the low pay of the average Mississippian.

Plus, the real reason that DHS wants to be involved in collection of child support is that they get a cut of the support before it is given to the child.

It's been a year and a half since I filed non-support on my husband at the Ntz DHS. I never heard a word. When I called in to check on it, I was rudely given the cold shoulder. Now my husband has died so I'll be dammed if i call and tell them that. It's not like they were gonna do anything anyway. I realize the social workers are overloaded, but one single case that's a year and a half old is just plain INEPTITUDE! Let 'em find out he died on their own. (I'll hear from them in 5 years asking about it...I dare them to ask me why I didn't report it)

EnKiKur...you're tickling my funny bone this morning.

I'm appalled at the Maury show testing 5 or 6 dudes to check for paternity for one child. I wanna know why these girls don't charge if they can get that many "Johns" to "love" them. (But then again, these ignorant girls are TRYING to get pregnant! Who cares if the daddy is a repeat offender or a drug addict? Must be cool to have a baby daddy be a thug...at least that's what the trend shows loud and clear!)

So sad that ANYONE wouldnt know who they had sex with! Its just heartbreaking! WHY does children have to be an "increase" instead of a blessing and a gift from God? "WHY"? People will answer to God for that on judgment day! At one time in my life, I was having a hard time and went to apply for food stamps for one month while waiting to go to work. While I was in the office, as I sat there crying and feeling so ashamed a pregnant woman came in dragging 5 diaper wearing babies behind her. I stood up to leave because I felt like I would be taking away from the babies UNTIL I heard something that quickly sat me back down and erased the shame that I was feeling over 1 month of help. The lady that had just walked in begin talking to another lady and I quickly realized that the lady with the 5 diapered babies was indeed expecting another SOON. The conversation went like this: Girl, look at you! you go head with yo self! You got it goin on! You bout to get you another increase. How old THEY is (pointing to the 5 babies) the mother replied 12345 I thought I was gonna pass out! The other lady busted out laughing and said, they all stay with you? The mother whispered, No girl! My mama keep em. I aint got time for all this mess, Im bout ready to kill em all! They laughed like it was the most hilarious thing ever said! it broke my heart! So Sad! God bless our precious, innocent children! Children are miracles, gifts! NOT INCREASES. So sad that everyone doesnt realize that!

My Daughter had to hire an attorney in an attempt to get any child support. DHS has been not very helpfull at all.

Clinton passed a law, that each state be given a block grant (only a certain amount of funds). Whatever amount was left, belonged to the state. If a parent seeks support from DHS, that parent must either, work or attend school.

The percentage rate is a good way to manage, to the tee, the amount one parent pays child support. One would not want another to pay more than it takes the other to earn their living, would the?

If one wants to bring God into the picture, so to speak, then, what is WORSE than WORSE (part of vow)? Or, let NO MAN take apart what he has brought together (part of verse). The list goes on and on.

DHS is only there to help certain types of mothers. The mothers that have been married or in a long term relationship with the father and there is only one child involved have trouble getting help. Those women who go around seeking to destroy marriages and long time relationships are not getting penalized for nothing. One child under MS law equals 14%, 2 children 20%, 3 children 22% and so on. So the more you have the more you will receive. The fathers must carry said child or children on their insurances while the state will still issue the mother and children Medicaid cards and food stamps. No one especially DHS ever thinks of how much money the father is spending to take care of the child, DHS will not even help the father setup custody nor visitation. In DHS's eyes that father needs only to be guided to pay child support. There are alot of women who can't wait to get pregnant just to go to DHS. Back in the 50s, 60s and 70s there was nothing to go to get help, a woman knew that when she laid down and had a baby regardless it was her baby.

And the test have never been $145. They are $335 and the father must sign a petition that day saying that he is the father or he is told that he will be picked up. DHS has threatened men and some women over and over again about signing documents without giving these people a chance to even read over or discuss with an attorney themselves. Regardless of what alot of people think alot of people involved with seeking support through DHS are not good people who just fell on hard times. I, myself, had to go to DHS once to get help and was told because I had been married that they could not help me and only changed their minds when I got up to leave and started to cry. I was already humiliated having to go to them for help but felt that after working for over 15 years I had already paid enough to get something from them for at least a month until I could support myself and my child again.

If it makes any difference, my daughter who used to work for the Univ. of Tx Medical Center, refuses to give permission for dna to be taken from her baby when he gets here because she knows that ANYONE can get access to that dna. If some group of doctors decide they want to do some kind of study, all they have to do is request it. If an insurance company wants to do a survey, all they have to do is request it. Get the picture folks?
